Web Payments Overview published

Hi all,

Based on the decision to take up the Web Payments Overview document as
an Editor's Draft of a W3C Note, I have:

* Updated the document based on input at the face-to-face
   * Reworded "architecture" to either "overview" or "ecosystem"
     to avoid presenting it as a formal architecture document
   * Added editors
   * Changed appropriate URLs to their new location
* Moved the document to a new home
* Redirected the old document URL to the new home

Please let the editors know if there are more changes that should be
made before we publish the first version of this document.
