Note that https://github.com/patcg/proposals#what-happens-next anticipates the chairs creating a repository for a proposal before it's adopted as a work item. Another similar CG, https://privacycg.github.io/charter.html#proposals, says "Champions may ask the Chairs to create a dedicated repository for their Proposal. The Chairs will generally honor such requests…"
