RE: ACTION-206 [Modify the OWL 2 specification to refer to rdf:text] completed

Hi Boris and Ivan,

I'm a bit lost. Is "rdf:text" now really the official URI? I would then
update the Full Semantics, too (Ivan has added a review comment).
