Some comments on the recent discussions about issue handling process. 1) I have not been aware of, until recently, the concept of an "improperly" raised issue. This is not a way that Ian and I, as chairs, have categorized or conceptualized issues. 2) Thus far issues on the proposed to resolve list are those which the chairs feel are close to being resolved by consensus. When such issues prove themselves not to be close to a consensus decision, we have pushed them to issue discussion. In those cases where we seem to be at an impasse, the generally proposed solution has been to write up the issues to everyone's satisfaction in preparation for a vote. 3) We have been following a procedure of having the agenda announce 24 hours in advance of the meeting, and having all proposals to resolve on the agenda. Thereafter we do not add further issues to those that might be resolved. -Alan
