FYI: SKOS Reference has just been published

The SW Deployment group has just published a first draft of the SKOS
Reference document (I guess this supersedes the earlier SKOS Core document):

http://www.w3.org/TR/skos-reference

Of interest for OWL WG:

- SKOS defines an (explicitly) OWL Full vocabulary; see, for example:

http://www.w3.org/TR/skos-reference/#L1917

or the fact that they define integrity and semantic conditions in terms
of extensions to the OWL Semantics.

- The portion of OWL they use is fairly minimal. Eg, inverse, transitive
and func. properties, disjoint classes; in some of the examples they
also use sameAs and differentFrom. Ie, it may be a good example for the
fragment issue, too.
