My proposal to resolve ISSUE-3 is to allow anonymous individual
constructions in the same places they are allowed in OWL 1.0 DL.

This would allow anonymous individuals to be created, as in

	ClassAssertion( Person )

It would also allow anonymous individuals to be values, as in

	Annotation ( dc:creator Individual( Person ) )
	ObjectPropertyAssertion( ex:John ex:brother Individual( Person ) )
