under section 4, comment on Jie on the character set (action 150) the
text says

"He proposed to use a new universe, as he did in datatype things. "

I think what was said that

"He proposed to use Universal Character set, as he did in datatype things."

(Jie has this change a bit down but he did not use the s/././ zakim
idiom...)
