Telecons and scribing

It is becoming increasingly difficult to find scribes for our weekly  
teleconfs.

Scribing is an important part of our activity as a WG. Please try to  
do your share of scribing, and at least respond to Hector when he  
sends email asking if you are able to scribe -- it makes a lot of  
work for Hector when people fail to even reply.
