At the F2F2 it has been discussed whether it would be a good idea to have
separate timelines for the different documents. This would allow us to have
an early last call for the pretty stable DL semantics document, while it
would give us more time for the documents which are still under development.
This advantage would be lost, if the DL semantics document would be required
to wait for the Full semantics to be incorporated.

Further, note that in OWL 1 the DL and Full semantics were clearly separated
editorially. While it is true that they were formally in the same document
(the AS&S), they were different chapters, and the AS&S also contained the
Abstract Syntax and the RDF Mapping as distinct chapters. The latter
chapters of the AS&S are now different documents in OWL 2. And I would be in
favour for also having a separate document for OWL 2 Full.
