Beginning to fill in the wiki

I've started filling in the wiki with some principles for the group, starting points for future specifications, and links to current draft specifications written by members of the group: http://www.w3.org/community/opengov/wiki/Main_Page Feel free to make your own contributions to the wiki. Also, don't forget to introduce yourself [1] so that we can start identifying what people want to work on to direct this group's activities.
