Considering this we see that the term 'violated' is more suited in the context of a Prohibition than an Obligation. 'Fulfilled' and 'Not Fulfilled' are more suited for an Obligation. The usage of the term 'violated' and 'not violated' in the context of an Obligation seems 'discordant'.
