Updated ODRL XML Encoding draft spec

The ODRL 2 XML Encoding draft spec [1] has been updated:
- updated Namespace URI
- use of ODRL Ontology uris
- updated XML Schema (closer mapping to ODRL Ontology concepts)
- updated examples
- profile example added (section 6.1)
