Local usage of its-entity-type-ident-ref

Hi,

spec defines entityTypeIdentRef as global datacategory only.

However example 52
(http://www.w3.org/International/multilingualweb/lt/drafts/its20/examples/html5/EX-disambiguation-html5-local-1.html)
and test case disambiguation\html\disambiguation1html.html are using it
localy.

This is either bug in spec or in example/test data. Can originators of
this category clarify whether local usage makes sense?
