Good point, Dave. I just added a non-normative reference to http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#relation-to-its10 See http://lists.w3.org/Archives/Public/public-multilingualweb-lt-commits/2013Apr/0000.html and the change log. Non-normative is fine since ITS 2.0 doesn't depend on ITS 1.0. See a similar example at http://www.w3.org/tr/xpath20 referencing XPath 1.0.
