Colleagues: The below Call for Consensus (CfC) received a significant response from our Working Group favoring publication. Some strongly argued for a version 1.0 milestone publication because they are already using the document in service offerings. [2] However, we also recieved two responses opposing publication, namely: 1. https://lists.w3.org/Archives/Public/public-apa-admin/2025Oct/0021.html 2. https://lists.w3.org/Archives/Public/public-apa-admin/2025Oct/0020.html Because there is substantial empirical evidence of successful use of the framework in the publication[2], including from several organizations around the world, and because the Task Force has agreed to revisit issues raised by the two objections (among others) using a stricter resolution process for a forthcoming maintanance release, ***Chairs Decision*** Therefore this CfC is agreed to as a Consensus Decision of APA[1] (with objections) and publication of this document as a Working Group Note may now proceed.
