Re: Call for Consensus (CfC): Publish Maturity Model Note

I am objecting to the publication of the maturity model note at this time.
I have documented my concerns with its current state on Issue 359
<https://github.com/w3c/maturity-model/issues/359>.

I also have a process-based concern that many issues were closed with notes
like "That was intended" or "That will be fixed" without engaging in
conversation with the person who placed the issue or demonstrating that the
concerns raised were considered. When an issue is closed to a future
possible fix, it is also difficult to know when to review the changes made
since it shifts the burden of monitoring changes to the person who placed
the issue. Having now reviewed my previous issue which was closed to future
fixes against the current document, I believe some but not all parts have
been addressed. I have added a comment but am unable to reopen the issue. I
imagine other commenters with less github/W3c experience may be in a
similar situation.

I also agree with issues that others have placed which have been closed..

I appreciate the amount of work that has been done on this model and would
like to see it be as successful as possible. I do not believe it is primed
for success without additional work. I also do not believe it can be used
in WCAG 3 in this state.
