Re: Call for Consensus (CfC): Publish Maturity Model Note

Good work is reflected in this draft. However, it is also clear that 
there are substantive open issues on GitHub. I am not satisfied that 
they have been addressed to the satisfaction of commenters. For example, 
my issue #226 was (reasonably) subsumed under issue #348, but the latter 
is still open without resolution.

It's -1 for the transition to Note status until the issues list is 
properly cleared and comments are addressed - preferably to the 
satisfaction of commenters.
