[Jason] We do need an SC that works on desktop systems: people with low vision who have large monitors and Web-based work to do need to be well supported.

[Jason] Or an update to the plugin to provide support, which is why I'm finding the distinctions drawn in this discussion difficult: I don't think it's an inherent limitation of the content formats, except in limiting cases such as rasterized images.
The responsibility best lies with the plugin developers to provide solutions that are widely useful, not with the content authors to provide a solution for every instance.
I'm also willing to live with a situation in which a flash/Silverlight-only application can't conform to WCAG 2.1.
