ICT4D, or ICT for development as defined by the United Nations wants exactly to create as much of an open access, linked data and big data environment as possible a.o. to facilitate open science and open repositories of raw data and information for any conceivable subject related to sustainable development. The reason why so few applications are available is because the concepts behind the Semantic Web, RDF and here we go Linked Data are so complex and the learning curve to master the basics so long that even professionals have a hard time integrating them into their own work fields. Time to change this.
