There's a practical tradeoff of streaming and whole result processing in the server. Streaming can give lower latency to first result for the client which can be a better user experience. HTTP status code go in the header so to insert the perfect answer, the server needs to see the end of the query before the first bytes get sent. This is orthogonal to Mark Baker's point about returning a URL. What would be a useful improvement is a formally defined marker in the results saying "that's all folks - times up - incomplete results" i.e. in the standards results form). The client can then decide whihc mode is better user experience - to see all results before doing any app work, or choose to work incrementally.
