ACTION-11: Define a timeline for working on the editor's draft and the FPWD

hello.

here's our proposal for the publication schedule of the editor's draft 
and the FPWD (this was our ACTION-11):

9/24: first editor's draft available for review by the working group; 
the working group has two weeks to raise issues.

10/8: deadline for reviews and raising issues as input for the editors; 
the editors have two weeks to address these issues.

10/22: publication of FPWD

11/1+2: F2F at TPAC; addressing open issues in the FPWD, working towards 
a more complete version

beginning of 2013: second public working drafts should be published 
(according to charter http://www.w3.org/2012/ldp/charter#deliverables)
