I did two things today: [1] changed the Activity home page http://www.w3.org/International/ so that it is clearer where to look to find information about i18n on the site - separated out the organizational stuff properly - reworded text in the expanding box [2] added a new category 'Developing specifications' to the techniques index (click on 'by task' on the home page), and added two new pages: one summarizing Charmod conformance criteria and the other some of the guidelines in the note on time zones. There's still work to be done and tidying up to come, but I think that's a big step forward, and it's beginning to convey a little more the potential attractiveness of the techniques index, which has been long neglected despite being one of the key things I wanted to produce for some years now. I'm looking forward to adding links to the best practices Addison is working on. Addison, note that it will help significantly if you can express the key things people should do in a concise list of statements, followed by explanations, so that we can incorporate those statements into the index and point to them.
