I prefer to start simple, measure, and incrementally improve. From that, I think we should start with 1/4em, the value defined in JIS, with on and off (so 0 or 1/4em). If we see more voices and high usages of the property, we can add more options.

QuarkXPress, InDesign, or almost all DTP software allows customizations, but two major word processors provide 1/4em only with on and off. I think that'd be a good start point.
