I think that'd be a good start point. I think we already have that in both [jlreq](https://w3c.github.io/jlreq/#handling-of-western-text-in-japanese-text-using-proportional-western-fonts) and [CSS](https://drafts.csswg.org/css-text-4/#valdef-text-spacing-ideograph-alpha), although AFAIK it's not implemented yet.
