Remove appcache from HTML

Appcache is pretty well implemented interoperably - but it doesn't do what  
people expect in a lot of cases.

It is specified in HTML 5. Should we remove it from HTML 5.1 or future  
specifications, or just decide some other time if it starts getting  
removed from browsers?
