drawSystemFocusRing renamed to drawFocusIfNeeded from Jay Munro on 2014-01-16 (public-html@w3.org from January 2014)

The feature known as drawSystemFocusRing has been renamed to drawFocusIfNeeded per consensus of the A11y/Canvas task force. 

An additional step was also added: "If the current path has zero subpaths, then abort these steps."
