Sorry, by "out of scope" I mean it didn't impact the actual spec--I _did_ merge it in just the same, for the reasons you cite below.

Normally, anything involving @ping is excluded from our draft by <!--START/END--> comments. So this change has no effect but does make it easier to merge in general (and to unfork @ping, if we ever do). I think it should be applied.
