As we have received no Change Proposals for this issue, we are closing 
it at this time.

Note: we are aware that Mark Nottingham was working on[1] a proposal at 
one time, but find that what was submitted does not meet the our 
requirements[2] for a HTML Change Proposal.  If we receive an acceptable 
change proposal in the next few weeks, we would be inclined to reopen 
the issue at that time.
