Oops, missed the deadline on this one. I object to the CP above on the 
grounds that it makes no sense -- the premise of the complaint is false. 
The behaviour is fully defined: the user agent is required to play the 
media back at the given rate (for video) and may mute (for audio) at 
extreme rates.

I unfortunately do not have the bandwidth to write a CCP as well as do all 
my other working group duties at this time.
