CfC: Close ISSUE-116 text-alternative by Amicable Consensus

We have a change proposal to provide reference and info about HTML5: 
Techniques for providing useful text alternatives in html5 spec:

http://www.w3.org/html/wg/tracker/issues/116

Since that time, we have agreement (see message below) that the existing 
mechanism for identifying open issues in the document, coupled with 
removal of the "last call for comments" status would resolve this issue. 
  Accordingly, the chairs are issuing a call for consensus at this time. 
If there are no objections, we will adopt this change proposal on 
September 15, 2010.
