In Section 7.1.6.1 under Lexical Environment Scope, avoiding step 2 (adding the
form owner into the scope chain for form-associated elements) could yield a
performance improvement to the spec. We have evidence that implementors would
not endure a compat impact by avoiding this step because we’ve been shipping
like this and haven’t witnessed issues. Since removing it could yeild a
performance improvement in the spec and there doesn't appear to be a compat
impact, the spec would be better without it.
