HTML 5 makes normative reference to the "mailto:" URI spec. While a new version of that document has been through IETF last call (likely will be another version addressing last call comments) the "Email Address Internationalization" working group is also considering taking on further updates. http://www.ietf.org/mail-archive/web/ima/current/msg03137.html This would make it another possible liaison group.
