Patial Change request proposal for Issue 74 Canvas accessibility

This is the first formal change proposal to address canvas accessibility
from the HTML Accessibility Task Force.

We are working on two additional proposals which were discussed in todays
public-html meeting.

Many of the accessibility people, including me, will be at the CSUN
conference next week and will be out of pocket.
