I would still say the alternative content is fallback. Fallback to alternative content is more like a failure mode for <video> and <audio>. The category of content that is syncronized or strongly associated with the intended <video> or <audio> content in order to provide added control, some form of transliteration, or interaction using different or supplementary media is the accessibility content.
