My mistake.  ISSUE-98 is closed and I meant to issue a Call for ISSUE-96.

ISSUE-98 was raised after the decision policy was put into effect, so at this time the chairs would like to solicit volunteers to write Change Proposals for this issue.

Shelley Powers has offered to draft a change proposal for ISSUE-98 by March 31, 2010.
