I intended the statement to be parsed differently.  Here's the statement 
in question, with (a) and (b) inserted to clarify my original intent.

"That would only happen if both (a) the chairs were asleep at the wheel 
*AND* (b) absolutely nobody in the working group were to comment on the 
Call for Consensus.  In other words: ain't going to happen."
