Nah, that's just a confusingly nested statement. I did a slight double-take when reading that sentence the first time as well. The exact quote in question: "That would only happen if both the chairs were asleep at the wheel *AND* absolutely nobody in the working group were to comment on the Call for Consensus." Sam is saying that if would only happen if both conditions are satisfied, where the first condition is "the chairs were asleep at the wheel". ~TJ
