ISSUE-92 cleanuptable - Chairs Solicit Proposals

"Re-write the Table section to remove extraneous material, and provide 
cleaner description"

This issue was raised after the decision policy was put into effect, so 
at this time the chairs would like to solicit volunteers to write Change 
Proposals.

be closed without prejudice.
