ISSUE-90 figure - Chairs Solicit Proposals

"Tighten the focus and allowable content in the figure element"

This issue was raised after the decision policy was put into effect, so 
at this time the chairs would like to solicit volunteers to write Change 
Proposals.

If no Change Proposals are written by February 14, 2010 this issue will 
be closed without prejudice.
