The definition for Figure now is in conflict with how figure has been primarily used in the publication industry. Even those who have provided suggestions about how to caption the figure have made assumptions that the figure will only contain images, of some form. When people see other content, especially tables, they will no longer understand what figure really is. We would be better off without the element at all, and continuing to use the elements we have, then to use an element that has a definition that contradicts assumptions, given its name.
