But the justification for dt/dd is because of physical behavior, and an 
argument was proposed that label wouldn't work because it's inline, and 
whatever is used with Figure should be block level.

I brought up the bug to show that such issues would still apply with 
dt/dd. Was I too cryptic in my reference? Apologies, if so.
