ISSUE-4: html-versioning - Chairs Solicit Proposals

This issue has been open for almost two years, and the only concrete 
proposal we have at this point is in the draft.  At this time the chairs 
would like to solicit volunteers to write Change Proposals.

If no Change Proposals are written by December 3, this issue will be 
closed without prejudice.
