Sure, I'll volunteer to write a Change Proposal because it will exercise
the new HTML Working Group Decision Policy[1].

However, I feel as if the bar was just moved on work that has been
public knowledge for some time now. I expect that anyone that wants to
make changes to a WD that the editor of that WD doesn't want to make
from this moment on will have to go through this process?

I'll also note that you and the other chairs have known for quite some
time that this proposal was going to be put forward and didn't say
anything about having to write a Change Proposal at any point before
now. I thought the HTML WG Decision Policy was still being actively
discussed? Are you now attempting to "go live" with the HTML WG Decision
Policy, or is there another reason?
