Having presentational images in the styling layer instead of the semantic layer makes repurposing the content easier for users, makes creating alternative style sheets easier, makes making the site accessible easier, reduces total bandwidth usage across a site if the images are used on more than one page, and generally discourages the use of other non-semantic markup.
