Hi,

As currently written is rather unclear what unreserved actually  
becomes after step 2. Could a note be added saying that:

unreserved = <All characters except U+0021, U+0023 .. U+002C, U+002F, U 
+003A, U+003B, U+003D, U+003F, and U+0040>

If this is wrong, then I guess I've made the point about it being  
unclear.
