Character Set Alias Matching

HTML 5 currently defines that character set names must be matched with
US-ASCII whitespace and punctuation ignored. However, Unicode TR22
defines a slightly different algorithm at <http://unicode.org/reports/tr22/#Charset_Alias_Matching
 >. Should the two not become one?
