It does focus on test-case development, but as I noted, we'll also
need to take some time to look through the spec and discuss what
parts we think would be worthwhile to start building tests for at
this point. And I guess that discussion will be useful for more
than just the immediate purpose of figuring out what to test.

I'm not opposed to the idea of making some opportunities for
unconference-type sessions. Maybe you can drive some discussion
about it on public-html and see where it leads.

But we do have only two days, and it seems to me there's also some
value in having the whole group together this time and working
toward trying to see how much we can manage to get done toward
making some foundation for a test suite, and hopefully having
something tangible to show for it at the end of the two days, and
a plan for how to keep the work going after the meeting.
