UA norms for language content negotiation

Dear WG,

Here is another issue that needs to be introduced here for discussion,  
as it will be added to the issue-tracker in time. This was distilled  
form discussion among the WG over the issue of language and providing  
alternate language representations of resources.

Issue:
UA norms for content-negotiation (presenting users with choices for  
multilingual users and whenever appropriate).[1]
