The W3C Architecture Domain page about language tags in HTML and XML states RFC4646 should be used for lang tags. Their use of the word tag appears to refer to the language abbreviation (en, fr). These would be the lang and xml:lang attributes in HTML. This superseded RFC3066. RFC4646 also references RFC4047. The HTML5 spec at 3.4.3.states to use RFC3066 for the lang or xml:lang attributes.
