In that sense it is the spec itself that is untrustworthy as one cannot author content, or write tools, to one's own interpretation of the spec and have reasonable confidence that any other person will have interpreted it in the same way. This would be a real problem if our task was to write errata for HTML4. Fortunately it is not.
